The State Will Carry Out Large-scale Spot Checks Of Daylighting In Classrooms

Recently, the official website of the National Health and Health Commission announced that in order to implement the Implementation Plan of Comprehensive Prevention and Control of Myopia among Children and Adolescents issued by the Ministry of Education and the National Health and Health Commission, the lighting and lighting of schools, kindergartens and classrooms (teaching places) of out-of-school training institutions were sampled, recorded and published in a "double random" manner, and the following requirements were put forward:


I. Content and Scope of Sample Inspection


(1) kindergartens.


In accordance with the provisions of Articles 5.1.1 and 6.3.4 of the Code for the Design of Nursery and Kindergarten Architecture (JGJ 39-2016), the direct natural lighting, daylighting coefficient, window area ratio and standard illumination value of children's activity room in nursery and kindergarten were sampled. Taking counties (districts) as units, sampling inspection shall be carried out according to at least 5% of the total number of kindergartens with licenses to run kindergartens within their jurisdiction, but the minimum is not less than 5, and the total number of sampling inspection shall be less than 5.


(2) Off-campus training institutions.


Referring to the requirements of classroom lighting and illumination in "Hygienic Standards for Classroom Lighting and Lighting in Primary and Secondary Schools" (GB7793-2010) and "Standards for Design of Primary and Secondary Schools" (GB50099-2011), the lighting direction, lighting coefficient, window area ratio, anti-glare measures, indoor surface reflection ratio, artificial lighting, desktop illumination and blackboard of classroom (teaching place) in out-of-school training institutions are discussed. Illuminance, illumination power density and so on are sampled. Taking counties (districts) as units, sampling inspection shall be carried out according to at least 5% of the total number of out-of-school training institutions holding school-running licenses within their jurisdictions, but the minimum number shall be no less than 5, and the total number of out-of-school training institutions shall be less than 5.


(3) Schools.


The sampling of lighting and lighting in school classrooms is carried out according to the national random supervision sampling plan of public health in 2019. The sampling is carried out according to the Sanitary Standards for Lighting and Lighting in Classrooms of Primary and Secondary Schools (GB7793-2010) and the Standards for Design of Primary and Secondary Schools (GB50099-2011).


II. Work Requirements


(1) All localities should attach great importance to enhancing overall awareness, strengthening organizational leadership, implementing the overall deployment of myopia prevention and control measures for children and adolescents in accordance with the local government, and conscientiously do a "double random" spot check, record and publication of lighting and lighting in schools, kindergartens and classrooms (teaching places) of off-campus training institutions.


(2) Local governments should establish collaborative mechanisms between health and education departments, clarify the division of labor among departments and form joint efforts. The health department should select the sampling personnel and the trustee's kindergartens and off-campus training institutions in a "double-random" way, carry out the testing and record the results; the education department should provide the base number of kindergartens and off-campus training institutions in its jurisdiction, and provide necessary support for the health department to enter the spot inspection.


(3) Local health departments should strengthen measures to ensure the quality of sampling inspection, and timely report the results of sampling inspection to educational departments at the same level. Education departments should urge schools, kindergartens and off-campus training institutions in their jurisdictions to improve lighting conditions in classrooms (teaching places). Health and education departments should jointly analyze and judge the results of sampling inspection, and do a good job in publishing the information of sampling inspection in their jurisdictions.
